§ Principal

Noah M. Kenney is a consultant, researcher, and writer whose work sits at the intersection of artificial intelligence, privacy, and security, particularly in the regulated and mission-driven environments where the stakes of getting it wrong are measured in lives, livelihoods, and institutional trust.

He is Principal Consultant of Digital 520, a boutique advisory serving healthcare systems, financial institutions, public agencies, and growth-stage companies navigating AI adoption, enterprise modernization, and data governance. In parallel, he is Chief Scientist of the Disruptive AI Lab, where applied research ranges from medical imaging diagnostics to novel neural architectures for high-risk decision support.

As President of the Ethical Tech Forum, a not-for-profit think tank, he advances standards, frameworks, and public conversation around responsible AI and emerging technology policy. His forthcoming textbook, Governing Intelligence, is available open-access to universities and organizations committed to taking governance seriously.

He writes, speaks, and advises widely, and keeps a short list of engagements open each quarter for organizations where the work genuinely matters.

Read book
AI governance is not a compliance exercise. It is the practice of making a new kind of infrastructure — one that must be legible to regulators, useful to operators, and accountable to the people it affects.

Primarily three shapes: advisory (monthly retainers and board advisory), fractional (part-time CTO / CAIO / privacy leadership), and retained programs (scoped governance, modernization, or research initiatives typically 3–12 months).

Industries served include healthcare, financial services, public sector, and growth-stage technology.

Occasionally, typically when the founding team is selling into regulated sectors and needs a credible governance posture to close enterprise contracts. For very early stage, a short advisory engagement is usually the right fit.

Advisory engagements are flat monthly retainers; fractional engagements are day-rate or monthly; retained programs are scoped and fixed-fee with defined milestones. NDAs and MSAs are routine.

Yes. Governing Intelligence is available open-access to universities and organizations; peer-reviewed research is published in journals of record. Reach out for adoption materials, syllabi integrations, or citations.

Yes, for keynotes, panels, executive briefings, and expert commentary. Lead time of 4–6 weeks is preferred for keynotes; press requests are handled same-day when possible.

A 30-minute discovery call to understand the problem, constraints, and desired outcome. If there's a fit, a scoped proposal follows within a week. If there isn't, you'll get a candid referral or a pointer to the right resource.
